Terms of Reference (TOR) of the MSEC Steering Committee
(As modified during the 3rd SC meeting on 28 October 1999 at Cagayan de Oro, Philippines)


Functions and responsibilities:

1. Provide guidance and direction on the operation and management of the consortium as regards the following
a. identification of technical needs
b. identification of training and information requirements
c. linkages with other institutions with similar activities
d. planning the annual meeting and other workshops
e. extension and dissemination of the consortium's outcomes
2. Formulate guidelines and strategies for the efficient and effective implementation of the consortium's activities
3. Provide guidance on securing funds and in the financial management of the consortium

Membership

1. Membership in the committee is institutional, not individual
2. It shall be composed of all participating NARES, 4 representatives from IARCs/ARIs/NGO, 1 IWMI and the MSEC coordinator.
3. The Asian Development Bank as a major donor sits as observer.
4. The Chair shall be elected from among the members and shall have a tenure of one year but can be reelected for another year.
5. The MSEC coordinator shall be a non-voting member and shall serve as the secretary of the committee.

Evaluation of the committee

The performance of the committee will be reviewed regularly to assess its effectiveness and efficiency in providing guidance to the consortium. Review could deal on the functions and membership as stated above.
